I think you mean "him" not "his." Grammar wise, they are all correct.

C. should have helped - probably helped
D. could have helped - maybe helped

wangqh2696122Each answer has a different meaning to the context. Based on syntax and semantics, "could have helped" sounds about right to me.

If 'All of the above' is not an option then A is the correct answer because a sightseeing tour of a historical place may not suggest the visible changes such as the city's present-day development unless factors in its vicinity indicate otherwise. One needs to tour the cities to come to any conclusions.
