Modal+ To infinive

Factories must to refine oil before it can be used as fuel.

This is a sentence from the book 'Essential Words for Toefl'.

Will you please explain to me that why there is "to" after the modal verb "must" and what is its function?

It's a mistake. There should not be a "to" in that sentence. (Apparently its function is to determine that you are better at English than whoever wrote or edited the book!)

If you must have the "to", then the only auxiliary that fits is "have."

Factories have to refine oil before it can be used as fuel.
