Modal and auxiliary verb both. Help please.

Sentence: Education needs not be in English.

Question: Here "need" should be pluralized or not?

In your sentence, need is functioning as a modal. Modals do not have a third person singular -s ending. Had need been a lexical verb, the sentence would have been, "Education doesn't need to be in English".
