Mobile (instead of mobile phone)

In the UK and in North America, do you use the word mobile to substitute for mobile phone?
as in

Sorry I didn't have my mobile with me when you called.
how about
Sorry I didn't have my cell with me when you called.
is it cell or cel in written form?
