mixed record

Could anybody explain what does "mixed record" mean? The whole sentence reads as follows:
"The African Union strongly relies on support from the UN and the EU for deployment of its troops in crisis areas and in practice it has a mixed record with respect to the protection agenda"

Thank you in advance!
