mixed privilege?

Hi, everyone:-)

Only a few have the mixed privilege of being the urban designers, developers, bankers, architects, traffic engineers, or public officials who make direct decisions about the scope and form of a project, while the rest of us will all make more oblique yet no less consequential decisions regarding the shape of the world.

What's the meaning of "mixed privilege"?

It is a privilege, but it is also a demanding responsibility-- i.e. it is not entirely a pleasure.
