Mixed conditional

"But neoliberalism no longer works. It is broken. If it survived it would have delivered at best zombie growth fuelled by central bank money and at worst stagnation. But it will not survive." (The Guardian.)

Does "survived" refer to the present and "would have delivered" to the (unfulfilled) past in "If it survived it would have delivered at best zombie growth..." in the above?

" in the above? Yes, but the thought is so anomalous in that reading that I believe they left out 'had' ( if it had survived ), not intending a mixed conditional at all. Some might argue that it's a case of past-for-past-perfect substitution.
