Mixed conditional

Is it correct to say:
"What would it mean if I say it"
instead of
"What would it mean if I said it"?

What type of a conditionacl is it - 1st + 2nd?

Your second version is the correct one.

It was just to know if that structure is possible to say and different in terms of meaning.
For example: Would it help if I leave now? OR Would it be fine if I smoke?
Used instead of a standard second conditional.

Would you mind if I open the window. This is a very common construction. I wouldn't call this a conditional even though one may argue.
