Is it rude to call somebody " Mister" without any name after it ?

Mr,Mrs and Ms are not generaly used alone.

Doctor can be used alone to talk to medical doctors whom one is consulting, but not usually in other cases:

E.g: Doctor, I've got this pain in my elbow.

I think that sir, ma'am & miss are much more common, especially when getting one's attention.

"Hey mister" is a stereotypical way for a young child (particularly a boy) to get a man's attention. "Excuse me, sir -" is a more typical form for adults to use.
