Missing words after "as"

I have written down two sentences.

(1) You have to collect as many seashells as needed for your assignment.

(2) You can pick up as many shifts a week as available.

I got them from a library book. If you were to write both sentences in full, would these be the missing words?

- as they are needed and as they are available

I think the first "they" refers to the seashells and the second "they" refers to the shifts.

Am I correct? Thank you very much.

(1) You have to collect as many seashells as (are) needed for your assignment. (2) You can pick up as many shifts a week as (are) available. To use "they" in there, it would have to be more like "You don't have to collect all the seashells you need for your assignment in one trip.
