Can it be said this way?

"He was too miser to spend $20 on chocolates."

"I'm not that miser to spend $20 on chocolates."

No. Why would you try that?

"He was too miserly to spend $20 on chocolates."

"I'm not so miserly that I would spend $20 on chocolates."

Note that the word 'miserly' is not commonly used in modern everyday English. I usually hear the idiomatic adjective 'cheap'. eg "He was too cheap to spend $20 on chocolates."
