Minority to the position

Hi I don't understand this phrase can you please explain it? " minority to the position"

"all legislation is enacted in her name, most of the responsibilities of the queen and her designate is appointed by the queen on the advice of the prime minister. Over time prime ministers have increasingly used this opportunity to appoint prominent members of minority to the position, symbolically underscoring the inclusiveness of the political system. "
