Minimum or minimal

Should I use minimum goals or minimal goals?
I have read in a dictionary that minimum usually comes before a noun. Are they otherwise interchangable?

Thank you.

I think interchangeable. People have their preferences. If 'minimum' is used before a noun, what follows 'minimal'?
