Minimum Number of Items with 'Etc'

Is there a rule that governs the minimum number of listed items that has to be used before using 'etc'?

He brought pencils, etc. (Is this okay with just one item, ie pencils, followed by 'etc'? Or do you need at least two or three listed items before you can use etc?)
