Is the following mini-dialogue ok?
- (1) What date is St David's Day?
- (2) It's on the first of March. / (3) It's the first of March.

Yes, it is unnecessary and I would not say it in conversation.

I, a speaker of BrE, would respond The first of March. If I were to put the month first, I'd say March the first. We generally use the definite article in speech in BrE.
