When should I use 'of' after a quantity like 'thousands' or 'millions'

I understand that, when there is a specific amount, the quantity should be singular and 'of' shouldn't be used. E.g. 'five million tons'. Correct?

What if there isn't an specified amount? Should I say:
1. Please report greenhouse gas emissions in millions of tons
or
2. Please report greenhouse gas emissions in million tons
