Military Exercise Between

Is there some problem with this usage of 'between':

"A new joint military exercise between South Korea and the United States began Monday amid heightened tension across the region."

I accept 'a meeting between X and Y' and 'a discussion between X and Y', because a meeting or a discussion always involves a minimum of two parties. But a military exercise does not require more than one party. So, is the example slightly wrong?
