Thousands of the people migrated to US.

My question is does migrate mean to move to another place that could be within the country or to another country and stay there for a short period of time or for temporarily for work and other purposes and go back to their own place once they make fulfill their goal, right?

Or,

Does migrate mean to move all the time and the people don't have their permanent place to stay?
