Might be/might have been

Which is correct:

1) Gleaming glass shelves were back-lit to show off a rainbow of super-sized phials of liquids so bright with colouring, they might be neon.

2) Gleaming glass shelves were back-lit to show off a rainbow of super-sized phials of liquids so bright with colouring, they might have been neon.

I think they both work, but "1" is saying that they might still be neon. It is about both their past and their present condition.
