Might and could

Hello everyone,

Is either "might" or "could" possible in the following sentence?

- It seems that an earthquake in 796 might have damaged the top part of the Pharos quite badly. However, it can't have collapsed because the famous writer Idrisi tells us that it was still working when he visited in 1115. However, there...................(might/could) have been some major problems because Salah al-Din, the the Arabic leader and the ruler of Egypt, began repair work in 1272.
