Could you tell me why the underlined 'might' got put in front of 'I' in the following dialogue?
How does it is different from 'But I might ~?'

Councilor: The people must be told what is happening.

No, it's not. I extracted it from the movie, "The Matrix." If it was a question, I knew it was. I wish I could show you the movie. However, if there is no other possibility, maybe I might mishear the word...
