"Michael Jackson is" or "Michael Jackson was"? and where do I put the question mark?

I have asked this question before but I'm not satisfied with the answers.

I know "Herodotus IS the Father of History"...but should I say "Michael Jackson IS the King of Pop" or "Michael Jackson WAS the King of Pop"?

If he's still the King of Pop, then use 'is'.
