During a war, some soldiers cannot be located. So they are listed as M.I.A.

Well, we here in the United States will elect a president in November. And the magazine title, I assume, means that

on the "battlefield" of the election campaign, all the "gentlemen" (those politicians with good manners) are M.I

A side note: There is also a slang usage with MIA.
She went M.I.A. on me - Meaning, someone is supposed to perform or do something as a commitment but she never showed up.
