Mezzanine vs first floor

Hi

In Pakistan, people treat mezzanine floor exactly like the first floor (above the ground floor).
Many buildings show a chart like this:

apartments 1A - 10 A Mezzanine floor
apartments 11A - 20 A Second floor

...and so on.

But I understand from dictionaries that mezzanine floor is not the first floor. Could you please help me out?

Mr. Tom: Here in the United States the so-called "ground floor" is the "first floor." Then comes the second floor. As they say in Spanish, a "floor between" the first and second floor is simply called the mezzanine.
