Metro section of the local paper

Last year when I posted a question about the metro section, I got the following answer.
The "Metro" section of an American newspaper generally deals with articles concerning matters local to the city with which the newspaper is identified and the surrounding metropolitan region.

Does that section generally deal with anything that has happened in the city and the surrounding metropolitan region?
Or is the article limited only to the city administration?
