Usually, the adjective "meticulous" is a compliment or a (bad) critic?If I am very attentive to the details, can I say with joy that I am meticulous?

"meticulous" is more complimentary than critical.

You can say that you are meticulous, but it's not the sort of thing that makes people joyful. It's simply a description.

You don't tell people how tall you are with joy, for example. Your height isn't something that makes you joyful or sad. It's just your height. It's the same with "meticulous". Some people are meticulous; others are not. Either way, nobody is going to be joyful or sad because of it.
