Meticulous

Hello everyone, 'Meticulous' means someone that cares so much about something like cleaning or looking nice right? Can 'Meticulous' be equal to OCD? I mean like those guys who are madly obsessed about cleaning and whatnot. And also, what do we call someone who has OCD? Do we simply call them "someone who has OCD" or maybe something else? I'd appreciate any grammar or mistake correction in my text.
