meted out = what?

Hello everyone. PLease consider the following sentence.

1. The maximum sentence that could be meted out in the Army was 1,200 lashes, often resulting in a fatal outcome.

meted out = what?

Is it correct at all to use "meted out". I guess "meted" is the past of "meet". While the past of "meet" must be just "met" not "meted"
