Metaphor or Idiom

"I'm all ears." Is this a metaphor or idiom? I say idiom, but, on a test my 4th graders were given, it said metaphor. This is very confusing.

This is a false choice. It can be both, and in my opinion it is. Many metaphors serve as idioms.

I agree completely that it is a bad question, but if one is forced to choose between the two, I'd choose the metaphor.
A clearer choice would have been simile versus idiom.
