I would say so. Normally, the word "like" makes it a simile, but this is not saying they are like a performing seal but that they feel like one.

A traditional circus act involves a seal who has been trained to balance a ball on his nose or play a song by honking a row of tuned horns on a horizontal rack. I actually saw that when I was a kid. The writer is referring to the mechanical, rote nature of pop music and the insignificance of the musicians who play such trite, easy music. They supposedly come out and do their little act with no more artistry than our seal displays, or at least that is how they are made to feel in the standard interview format.
