Talking about when we first met some time ago and I say:

I think that is the first time we met. Or

I think that was the first time we met.

Why is it is and not was when it happened in the past?

Was is correct. I wouldn't use is, since you are speaking about the past.

So why is it I can use 'is' in this situation when describing a past event:

That is the first time I have driven your car and it won't happen again.
