Mentally subnormal, mentally challenged, mentally ill

Hi all!
I would like to know if this means a psychic illness or a lack of intelligence?
Similar expressions are "mentally challenged", "mentally ill" - probably the same as "mentally subnormal"?

"Mentally challenged" can be a synonym for mentally handicapped (see below). Especially see the note about usage, since these terms are considered offensive and hurtful by many today.
