Mental specialist/practicioner

Hello

While it is true that one may be born with a successful type of
mind, while another may inherit a failure type, yet it does not necessarily
follow that the latter must always remain a failure. His type of mind can
be changed. In order that this may be accomplished he does not have
to enlist the services of an expensive mental specialist or practitioner;
he does it himself, by a change of thought.

Is "mental specialist" a psychotherapist or maybe it is just a general term describing a person dealing with mental health?

What does "practicioner" mean here? A doctor? Or maybe someone who does this as a hobby? What's the difference between "specialist" and "practicioner" in the above example?

In your example, I believe that the author was referring to a person actively engaged in an art, discipline, or profession, esp. medicine. Yes, a doctor. General Practitioners are the backbone of medicine. They refer patients to specialists.
