Memorial Wall

I am designing a title for our organization's new "Memorial Wall". I would appreciate your opinion as to the sentence below the title, if it is actually a sentence.

Memorial Wall

Dedicated to those who gave so much, and asked for so little.

It's fine even though it isn't a sentence from a strictly grammatical point of view. There is no grammatical subject and the passive auxiliary (is) is missing: [ This wall is] dedicated to... CB
