Memorably unmemorable

Hi,

"Unlike other famous Tuscan towns that are perched on hilltops, it lies down in a valley. I went there myself in the 90s and found its location memorably unmemorable." [From the BBC web site.]

Does the "memorably unmemorable" mean that the location is memorably because of its monotony and dullness or, quite the opposite, because of its beauty.

It stood out because unlike the others it wasn't in a good location. Therefore memorably for its uniqueness and unmemorable for the actual location.
