meet up is a phrasal verb meaning "to meet (someone) by chance" and on the other hand meeting is a noun, so I wonder whether the adverbial particle "up" added to the noun meeting forms a non-gerundial noun phrase.

I am aware of that, but I do not read that part of the sentence that way.
I read "meeting" as the noun, and "up with the Snow Queen" as a prepositional phrase.

If you want a noun phrase, the common expression is "meet up" not "meeting up."
