Meet with him about or Meet with him under ?

Please look at this question

Mr. Garrison met with the director of Kumpo
Fashion Inc.__________the possibility of doing freelance
designing for the company.
(A) about (B) along (C) into (D) under

Its correct answer is (A) about. I think the sentence is not good like that. "to discuss" or "for" is much more suitable than "about" in my view.
By the way, can't we use (D) under there? I think (D)under is better answer. Could you explain to me why I can't use "under" there ?

Ah~....Couldn't you tell me what is the difference between "meet" and "meet with" ? I think the phrase verb of "meet with" is a little different with just a normal verb of "meet" ? Thank you for your answers in advance.

'Meet with' usually means to hold a meeting. 'Meet' usually means merely to come together and speak.
