Meet a little creativity & settings

Hi guys,

What do you think is the best interpretation of the sentence marked in red below?
Making troubles? Or need some creativity?

And as for the Q2, what does "settings" mean in this context?
(functions?)

Any comments would be appreciated.

Thanks.
