The video starts with these lines:

Shut down the fuel pump.

What about the electrical system?

I hear something like "Mechanicals are locked down" in the blank.

Does this make sense to you?

Or if this is not what he said, please tell me what exactly he said.

I hear "Mechanicals are locked out ". This means that he is unable to access the controls to the mechanical systems, or the controls aren't operative, or something like that. I think he says "Package is still on that plane".
