Measured by?

Hi! Everyone.

Could you help me understand the following sentence?

Measured by this standard, devices to aid our memory seem particularly imperfect.

I would like to know what is missing before the word "measured". Why is the sentence starting with the past participle?

Does "by" here means "according to"? I:e Measured according to this standard.............
