'measure the English of somebody'

Hi everybody,

I would like to know the appropriate word in the case of the subject. I guess I could use the verb 'measure' to associate a number with quantity but I would like to 'measure' the level of English, its quality (e.g. intermediate, advanced, A1, A2, B1, etc.). What are the used verbs / phrasal verbs / prepositional verbs to deal with quality?

A word crossed my mind as I'm writing this comment. Maybe 'determine'. But I'm also curious about other possibilities.

If they told us every possible way in which a word can be used, the entry for each word would be many pages long. My Oxford English Dictionary has 21,

I just thought that the word 'quality' is rather general.

For example there is this definition from OALD:

I could imagine it as:
