meant business this time

You went to Myanmar and talked to the leaders. They pledged they would accept international aid and you said, after the meeting, that you were convinced they meant business this time. However, as we all know, they continued to reject aid. As Secretary General, do you think you should have pushed them more and would that have made any difference?
