I just don't understand why " Is "Bill' meant 'William'?" not correct. It seemed fine to me but it was wrong. I had no idea why it was wrong.

Just like, "Is he stayed with Jane?" Is it correct to say that?

Is 'Bill' meant 'Willam'? It seemed fine to me, asking with present perfect tense.

Has John stayed with Jane? It seemed fine to me, as

Simple Past = Did he stay with Jane?

Present Perfect =
