Meaning : Thumps-up sign

Friends,

When and what does "thumps-up" sign refer to?

According to me, we use it to mean :
1) Best of Luck.
2) Got it (Success).

I couldn't understand it's usage in this sentence.
Context : "Giving a THUMPS-UP sign to stem cell research works...."

I think it means that stem cell research is approved of, that it is allowed to continue and maybe that it is seen as a good thing as well.

A "thumbs-up" sign sometimes mean to okay something, to agree to something being done(along with the meanings you wrote).
So, in your example, it means whoever agreed to/okayed stem cell research works

I use it when I want to say something is great. Definitely a sign of approval
e.g. The movie gets two thumbs up from me.
