this may be something similar to the credit-checks they do on people in england. when i moved there for a year and wanted to apply for a credit card, open a bank account, rent a flat, etc etc everybody kept wanting to do credit checks on me, to establish if you're credit worthy or not, i.e. if your in bad or good credit, i.e. if you've been (able to and still are) paying your bills like every good person should

... and what many credit card companies do to attract new customers, is to offer them intrest free credit. if you bank with hsbc, and you're in bad credit, they may charge you 10%intrest on what you owe the bank. so along comes some other company who will offer to charge you 5%intrest only on your bad credit. so you take your debts from one company and give them to another .... so, to answer your question

is trying to make you join a company that will offer your the best rates (intrest) on your bad credit, so your debts decrease ...

... and then they up your spending limit, you go off and by a car a boat a plane a house ... and your debts are there again ... tsk tsk ...
