Meaning of "You're quite the boy scout!"

"You're quite the boy scout"

I understand Boy Scout is an Organization, but does the term have other meanings? Connotations when used? In American expression, when saying it, are you hinting something? As with the following quote, I don't "get" what the speaker is implying.


You're quite the boy scout, Clive. Tell me, would you be interested in earning a merit badge tonight?

But I think "boy scout" is used in American informal English to mean someone who is always trying to please others.

So it seems as if he/she was asking Clive to do him/her another favour, tonight.
