Meaning of 'would'

Hi,

I'd like to ask you of the meanings of 2 "would" in the sentence in bold. As a non native speaker, "would" seems to have too many subtle different nuance.

The meaning of "would" as far as I know, sometimes it has subjunctive meaning, such as "I would go, if I were you". Also I know "would" sometimes means "used to do from time to time". But neither of these seems to be the case here.

Thank you for your help in advance again..!

Liza shivered as icicles formed on her nose. "It's not funny. You'd think that bus driver would watch where he's going."
