Meaning of "were to create"

I found the following sentence on a website. Though it seem as though some conditional sentence, I cannot understand the grammar of the sentence. Hence, I would be really grateful if someone explain the sentence and its grammatical structure and name.


In the event that mass immunisation programmes were to cease, the society as a whole would be more at risk than ever before.
