Meaning of "waiver" and "granted"
Hi,
Would you explain or rephrase the underlined parts in the writing below?
The Department of Transportation has granted a temporary waiver of service between Detroit and Haneda. Delta applied for the waiver following the earthquake and tsunami in Japan. Delta will continue to operate the service through the end of August (last flight Aug 00 westbound and Sep 0 eastbound) and will reduce or suspend the service from September, returning to daily year-round flights at the end of 0000 April.
1) Since I don't fully understand the meanings of "granted" and "waiver", can't be sure what this part means.
2) "returning to" should mean like "going back to" but I don't know why it says "at" the end of 0000 april. Does this mean Reduing the service gradually from September and the transition will be completed at the end of 0000 April?
