Meaning of "virtuous" in the passage

Could anyone help me with this question?

Education gives us knowledge of things around us and it preserves the national noble traditions and customs from generation to generation. Education makes a person more perfect. An educated man is both talented and virtuous. In every country, the government always considers education as the most important policy. According to the writer, why do people study?
1. The word "virtuous" most nearly means:
A. rich B. wise C. excellent D. moral
My option is "moral" because "virtuous" means: having or showing moral goodness. (Encarta Dictionary). How about "B. wise". Thank you for helping me out of this problem.
